Scope of intervention
Healthy Towns and Communities (MCS)
- 462 Community Neighbourhood Councils (JVC) in an equal number of rural and indigenous communities.
- Regions: Ucayali, San Martín, Ayacucho, Junín, Huancavelica, Abancay, Cusco, Pasco, and Lima.
Effect of Social Capital on Families in Alternative Development Communities in the VRAEM
- 17 Community Neighbourhood Councils (JVC) in communities in the VRAEM (province of La Mar, Ayacucho).
- Period: January –July 2022.
How do we work?
The PLMGC uses a participatory and experiential methodology (‘learning by doing’), which is based on the participants’ own experiences. It works with:

Reflection on everyday life

Results and impact
A quasi-experimental study conducted with 2,448 users of Pension 65 in Piura, Amazonas, and Ayacucho showed that, after receiving reading glasses:
More leadership and community management in the hands of the community itself
Healthy Towns and Communities:
- 1,843 people participated in the PLMGC.
- 462 JVC developed key community management tools.
Effect of Social Capital in the VRAEM:
- 121 participants from 17 JVCs, health personnel, and municipal officials completed the programme.
- The 17 JVCs also drew up their community assessment, monitoring form and social welfare plan.
Greater social capital: trust, sense of community and collective action
- Social trust: improving relations between the community and other bodies (municipalities, sectors, programmes).
- Sense of community: leaders and the population value ‘being part of the community’ and tackling problems and challenges together.
- Collective effectiveness: more people participate in actions for change, community work, health monitoring, and care for the environment.
