Implementation of the Social and Communication Intervention Plan for the Titicaca PTAR Project
The Titicaca WWTP project is a public-private partnership (PPP) promoted by the Ministry of Housing, Construction and Sanitation (MVCS) to improve domestic wastewater treatment in the Lake Titicaca basin. MSH Peru was responsible for implementing the Social and Communication Intervention Plan, with a key objective: to ensure that the project is carried out with clear information, social participation and in a climate of peace, reducing the risk of conflict and promoting healthy behaviour among the population.

The strategy combined communication for development, institutional communication and social marketing, with approaches based on interculturality, gender, community participation, capacity building and environmental sustainability.

Results and impact
Informed stakeholders and greater confidence in the project
- Municipal authorities, leaders of grassroots social organisations and civil society institutions in Puno, Juliaca, Ilave, Juli, Ayaviri and Moho
Informed families with better health and hygiene practices
- 8,554 families in the direct sphere of influence participated in training processes.
- Approximately 100,000 families in the indirect sphere of influence received information and educational messages.
Climate of social peace for the implementation of the project
- Ongoing dialogue between businesses, the government and the population was promoted.
- Mechanisms for addressing queries and complaints were implemented.
- Appropriate social conditions were managed to execute the project within the deadlines, avoiding the escalation of conflicts.
