Consultancy services for the communications strategy and plan for the Comprehensive Rural Water and Sanitation Programme (PIASAR) – Phase II

MSH Peru developed the Communications Strategy and Plan for the Comprehensive Rural Water and Sanitation Programme – PIASAR II for the Ministry of Housing, Construction and Sanitation (MVCS), with non-reimbursable financing from the IDB. The main objective was to ensure that information about the programme reached all stakeholders—the beneficiary population, local governments, partners and technical teams—in 167 population centres and 96 local governments across the country in a clear, timely and useful manner.

Scope of intervention

Communication diagnosis

  • Analysis of how the programme had been communicated: channels, messages, information flows, gaps and opportunities.
  • Gathering of perceptions and needs of the different stakeholders (PIASAR team, partners, local governments, and user population).

Communication strategy design

  • Establish clear guidelines for managing information and internal and external communication for the programme.
  • Establishment of approaches, principles, priority audiences, key messages and communication styles tailored to different territorial contexts.

Preparation of the Communication Plan

  • Design of the plan with objectives, goals, actions, channels, timetable and responsible parties, aligned with the PNSR and the specific objectives of PIASAR II.
  • Incorporation of proposals to strengthen two-way communication, so that information not only flows out from the programme, but also gathers feedback from the field.
